Terrorism Preparedness
Realizing that any organization, group or individual can be a target or innocent
victim of terrorism, the UCSF Police Department and its Homeland Security and
Emergency Preparedness Program participate in numerous local, Bay Area, State
and Federal counter terrorism and terrorism early warning groups in an effort to
reduce the risk of UCSF becoming a target of terrorism.
Unfortunately terrorism has emerged as a very real threat across our nation and
internationally. Since 1970 there have been approximately 28 terrorist attacks
within the United States and at US embassies or US military facilities
throughout the world. Between 1990 and 2001 terrorist attacks upon Americans
have included: the 1993 bombing of the World Trade Center, the 1995 Oklahoma
City federal building bombing, the 1996 car bombing of the Khobar Towers in
Saudi Arabia, housing US military personnel, the bombing at Centennial Park in
Atlanta during the 1996 Olympic Games, the 1998 bombings of three US embassies
in Africa, the 2000 attack on the USS Cole in Yemen, and the 2001 attacks on the
World Trade Center and Pentagon. The attackers not only came from foreign
extremist groups, but some were US citizens such as those responsible for the
Oklahoma City federal building bombing and the terror reign of the Unabomber.
Terrorism may be used by extremists with religious, political, environmental,
animal rights or philosophical causes to name just a few possible reasons. UCSF
itself was a target of the Unabomber.
