 Homeland Security and Emergency Management

 

 

The UCSF Homeland Security and Emergency Preparedness Program provides information and resources to the UCSF community to assist with disaster preparedness, mitigation, response, and recovery.  Priorities include Homeland Security risk assessment, continuity of essential services, training in support of UCSF's Emergency Plan, and emergency readiness of UCSF Emergency Operation Centersdepartments, and individuals. Emphasis is on collaboration with regional and interagency partners.   

The Associate Director, under the direction of the UCSF Chief of Police, coordinates these activities using an “all-hazards” approach in order to institutionalize emergency preparedness at all levels.

CAMPUS EMERGENCY OPERATIONS PLAN

UCSF is committed to supporting the welfare of over 33,000 students, faculty, staff, patients and visitors daily. Given the vulnerability of the Bay Area and the UCSF community to any number of catastrophic natural and man-made disasters, emergency planning is of vital importance and considered a priority by the Chancellor.

The Campus Emergency Operations Plan addresses emergency planning, immediate life-saving response to emergency situations, and priority actions following a disaster. The complexity of a multi-site campus like UCSF requires the full support of its community to successfully implement the directives of the UCSF Emergency Operations Plan and affiliated programs. All staff, faculty, students, and affiliates are therefore urged to become involved in campus emergency preparedness efforts whenever possible.

The UCSF Emergency Operations Plan provides a framework for coordinating and integrating response by campus departments to emergencies which are of a magnitude that normal campus operations are disrupted.

During a major disaster, the Campus will operate as part of the Statewide Emergency Management System. Staff will report emergencies and hazardous conditions to UCSF Police, and individuals will take immediate protective actions, and follow established emergency procedures. Affected departments and sites will implement their Emergency Action Plans as warranted by the situation.  Senior Leadership will assemble in the Emergency Operations Center (EOC), if activated, to assess the incident and coordinate response priorities. Depending on the character, scope and magnitude of an emergency incident, a variety of EOC functions will take place. The Medical Center will implement its internal disaster plan, "Operation Triage", should a large number of patients be anticipated. City and County and State-level emergency resources may be accessed by UCSF, if necessary, through protocol established by the State Office of Emergency Services.
